If someone gets so wound up by a camera that they want to attack the person holding it, the rational response is to arrest the aggressor, not the person exercising their right to film in a public space. How on earth can you justify detaining someone for something that hasn’t happened and might never happen? It flips justice on its head: the person minding their own business (and their rights) becomes the problem, while potential troublemakers get their feelings protected by the state.
