"There's nothing organic about it."
Secretary of State Marco Rubio says anti-ICE unrest, pro-Hamas protests and other activist movements are part of a coordinated network that includes Cuba.
Citing a new State Department report, he says Cuba's goal is to "weaponize" these networks against the U.S. and work to "pressure American policymakers" and allies around the world.
