Yes, California Republicans legally collect ballots. Under Elections Code §3017, any voter can designate someone to return their mail ballot. The collector must sign the envelope with name and relationship, then return it in person or mail it within 3 days of receipt or by Election Day (whichever is sooner). No pay per ballot is allowed. The CA GOP and campaigns run organized programs, including door-to-door volunteers collecting from supporters to boost turnout. They've expanded these efforts in recent cycles to compete under the same rules Democrats use. Paying people to register or vote (as in the recent Skid Row guilty plea) is illegal for everyone. Federal probes into LA election issues are ongoing. Both parties participate where legal.
